"The Role of China in Africa"

organized by the Working Group on Industrialisation Strategies


This working group would study all elements of China's presence in Africa: its role in digging up raw materials, in building roads and other infrastructure and in exporting products to the continent. Does China limit the possibilities for Africa to industrialise by exporting cheap and low quality products?

Background: The panel would be organized by the EADI working group on industrial development with other interested groups, for example, in the framework of similar regional associations such as ICCDA. The panel is a follow-up to the Workshop "The rapid industrialization of China and India: Domestic and International Consequences" held at the University of Antwerp in Belgium on March 31 - April 1, 2006 and a panel on "The role of China and India in Africa" during the ECAS conference July 11-14, 2007 held in Leiden in the Netherlands.

The idea behind this series of panels and workshops is to deal with the threat of the rapid industrialisation of China (and India) for developing countries in general and, for Africa, in particular. China's and India's emergence as world players in the global economy has important implications for them. Given the large number of participants in Antwerp and the interest in Leiden this seems to be the right topic at the right moment.

When Europe is protecting its textile and leather sector for Chinese imports, African and Latin American countries suffer even more. At the same time the EU refuses to open its agricultural market and China undermines the implementation of the Washington consensus by providing easy loans (without conditionality) to many African countries.
