The Security Strategy adopted by the European Council in late 2003 underlines the importance of conflict prevention and civil, but also - where ever necessary - military intervention in weak or failing states. The New Security Strategy recommends that foreign and security policy be more closely dovetailed with development policy in order to stabilise the 20 - 30 fragile states in the world. The discussants are going to debate the conflicts and convergences between security and development policy in this field. How does this new "strategic alliance" between security policy and development policy work in practice? What can we learn from the experiences in Afghanistan, Bosnia, Liberia or Iraq? What makes military - civilian interventions successful? Why do they often fail? Do we need more cooperation between security and development specialists or a clear division of labour between them? What would be necessary steps to consolidate a successful European strategy towards fragile states?
