Abstract:

Within the space of only a few years, the relationship between development policy and security policy has undergone rapid changes. In particular, the broad mandates in peacekeeping missions have led to numerous points of contact between civil and military tasks. Nowadays, peacekeeping missions are facing a range of more complex tasks related to stabilising state structures and reconstruction (Kosovo, Afghanistan, etc). In this context, development policy frequently, and increasingly, plays a crucial role, and for this reason finds itself in a growing number of situations where interfaces with military actors need to be evolved and structured.

The modern notion of security has contributed to an alignment in the goals set in foreign, security and development policy. Such a convergence can be seen in concepts such as "expanded security", "human security" and "new security consensus" (see e.g. UN High-level Panel), which clearly break with a traditional and short-term understanding of security and stability.

The session will focus the new debate on the development-security nexus and deal with the impact on a conceptual and operational level.
