This panel will interrogate the reasons for this 'securitisation' of development and its implications for development analysis and policy. Rather than viewing insecurity as purely a 'malaise' of the South, it will ask how far the North itself has contributed to global, regional, national and human insecurities. It will attempt to root analysis in a more rigorous understanding of human (in)security and of the political economy of conflict and violence. Instead of blaming 'weak states' or viewing the poor as just victims of violence, it will focus on restoring the capabilities of civil societies and of states to manage conflicts peacefully; on the role of regional institutions in conflict-prevention and peace-building; and on the responsibilities of Northern governments, IFIs and corporations to ensure that their policies support rather undermine peace-building in the South. This session will be followed by a second session on the same topic in the afternoon. Session Report back |
